What is 0% Processing?

It's our name for setting your business up so a small card fee covers your processing cost. We do it with dual pricing, a cash discount program or surcharging, whichever fits your business and your state. Cash customers pay your regular price.

Is dual pricing or surcharging legal?

Businesses across the U.S. use them when they're set up correctly. Surcharges are 3% on credit cards only; we never surcharge debit or prepaid cards. The rules depend on your state and the card brands, so we check them for your business before anything goes live.

Won't my customers be upset?

Most people already see this at the gas pump, where cash and card prices are posted side by side. Clear signs and a clear receipt do most of the work, and we set up both.

Do I need new equipment?

Not always. Some terminals can be reprogrammed. If yours can't, your proposal shows what new equipment costs before you decide.

What does it cost to switch?

The analysis is free. Any costs, including equipment, program or monthly fees, are listed in writing before you sign anything.

A real cost, marked up. When a card doesn't "qualify" for your best rate, like rewards cards or keyed-in payments, the processor adds its own padding on top. Often the biggest line on the statement.
Pure profit for the processor. Charged every month because a yearly security questionnaire wasn't completed, which nobody told you how to do. Easy to fix, and rarely explained.
Buried in the terms. Charged when your processing fees don't reach a set minimum for the month, so slower months cost more.
No service behind them. Small charges for sending your statement or keeping your account open. They look minor, but they add up over a year.

Your PCI Obligation, Handled

Every business that accepts cards has to validate against the PCI Data Security Standard — and most of the merchants we meet are paying a monthly penalty because nobody ever filed the paperwork for them.

What PCI DSS is

The card brands’ security standard for handling card data. Version 4.0.1 is the only active version, and the last of its phased-in requirements stopped being optional on March 31, 2025.

How you validate

Most businesses validate with a Self-Assessment Questionnaire. Which one you file depends on how you take payments — terminal only, e-commerce, virtual terminal, or a mix — and some setups also need quarterly network scans.

Processors bill a monthly PCI non-compliance fee when nothing is on file — often $20 to $50, every month, for a form that takes one sitting. It stops once the questionnaire is filed.

The Compliant Way to Pass Along Fees

What gets a merchant fined is almost never the program itself — it's how it was set up. These are the rules every Rate Logic Pro program is built around, in plain English.

Credit cards only

A surcharge never goes on a debit or prepaid card — not even when a debit card is run as credit. Fee programs that hit every card are the fastest way to lose the program.
Visa and Mastercard rules
Never more than it costs you

The fee can't exceed your actual cost of acceptance, and the brands cap it on top of that: Visa at 3%, Mastercard at 4%. Merchants who take both normally price at or under 3%.
Cap is the lower of the two
30 days' notice first

Written notice goes to your acquirer before the first surcharged sale, and to Mastercard through their notification form. We file it and keep the confirmation on your account.
Before you switch it on
Say it before the register

A notice at the entrance and at the point of sale. Online, on the first page that names the card brands and again at checkout. Over the phone, out loud before you take the card.
Disclosure at every entry point
Print it on the receipt

The fee appears as its own line in dollars, not folded into the total. Refund a sale, and the fee gets refunded with it, in proportion.
Its own line item
Treat the brands the same

Surcharge one credit brand and you surcharge the competing ones that cost you as much or more. You can't single out one network.
Level playing field rule

Dual pricing checklist

Both prices are posted, and the customer pays the price for the way they pay. Allowed in states that ban surcharging, because nothing is added at the register.

Show both the cash price and the card price everywhere a price appears — shelf tags, menus, your website and the terminal screen.
Charge exactly the posted price for the tender used. Nothing gets added after the total.
Apply the card price consistently to debit and credit, since it's a posted price and not a surcharge.
Make the receipt show the price actually charged.
In New York, the higher card price has to be posted before the customer buys.
If only one price is posted and cards cost more, it is legally a surcharge — and every surcharge rule applies.

Five things that get merchants fined

Calling it a "non-cash adjustment" or "service fee"Renaming a surcharge doesn't change what it is. If your posted price is the cash price and cards cost more, every surcharge rule applies to that fee.
Charging the fee on debit cardsThe most common violation in the industry, and the easiest one to spot in a settlement file. It's a rule, not a preference.
A fee larger than what acceptance costs youYour cap moves when your cost moves. Better card data on B2B sales lowers your cost — and lowers the most you're allowed to charge.
Signage that never went upVisa's fine schedule starts at $1,000 and escalates the longer a program runs undisclosed. The signs cost nothing.
A card-only business burying the fee at checkoutUnder state price-display laws, a fee the customer can't reasonably avoid belongs in the advertised price. If you don't take cash, this one is you.

Visa's cap came down to 3%

Visa lowered its surcharge cap from 4% to 3%, and never above your cost of acceptance. Mastercard's published cap is still 4%, which is why merchants taking both usually price at or below 3%.

The Visa/Mastercard settlement

The amended merchant settlement received preliminary approval in June 2026. If it's finally approved, it would let merchants surcharge up to the lesser of 3% or their cost of acceptance even if they also take Amex. Nothing has changed yet — today's rules still govern.

2025–2026

States keep moving

Oklahoma lifted its surcharge ban on Nov 1, 2025. Louisiana banned debit card surcharges on Aug 1, 2026. Price-display laws in California, Minnesota and Colorado now shape how a card fee has to be shown, whatever you call it.

Information you give us. When you request an analysis, contact support or email us, you may share your name, business name, email address, phone number, industry, the program you're interested in, and any message you include.
Processing statements and business documents. If you send us a merchant statement or other business documents so we can prepare your analysis, we collect the information in them, such as sales volume, fees and account details.
